Sweden’s security situation has fundamentally changed, and as a NATO member the demand is growing for transport solutions that work in both civilian and military contexts. A critical shortfall is the lack of a coordinated national capacity for medical transport during heightened readiness — something that both FOI and MSB have identified as a key vulnerability. At the same time, a large number of civilian vehicles are already in service that, with a quick modification, can be adapted for use as military medical transport.
Rather than procuring separate military vehicles, Nordic Vehicle Conversion AB and BTH want to investigate how these existing vehicles can be converted for triple use via a modular stretcher system: civilian use (mobility service), societal protection (ambulance/rescue) and military defence (medical transport in crisis). This is a resource-efficient, resilience-strengthening strategy that directly targets FFI’s focus area Efficiency — making smarter use of existing vehicles.
The feasibility study will produce a decision basis for a subsequent full-scale project. More specifically, it will map market potential and demand, evaluate suitable technical solutions and materials for a scalable conversion concept, analyse the regulatory framework (Specialfordon, military requirements, NATO standards) to identify barriers, strengthen the consortium ahead of an implementation project, and carry out an initial proof of concept for a stretcher system (TRL 2→3).
